USPP Workshop

The USPP workshop is a one day (seven hours), two part interactive workshop. The first part focuses on understanding how to read and understand a government solicitation, in particular Federal Government solicitation. The second part builds on the first by applying the knowledge gained when preparing a proposal.  The two parts, when put together provide the learner a stronger understanding of the relationship between the solicitation and preparing a proposal.

​The Workshop is designed for companies and other organizations that wish to bolster its selling workforce's ability to read a solicitation and build a winning proposal.  In particular it works well for PTACS, SBTDCs, and other small business support entities.  The price is $800 plus expenses.  ​

​​The USPP book is not included, but is offered at a $15 discounted price ($35 Retail to $20 USPP Workshop price).

USPP Book

The USPP Book serves as a stand alone tool and a partner to the USPP Workshop. It is put together is a way that makes it easier for the learner. It includes examples and practical exercises to guide the learner in the ways to conduct business with any entity with an organized and bureaucratic purchasing system.


​Price is $25 inclusive of S/H and Sales Tax.  

USPP Micro Workshop

The Micro Workshop is a four hour workshop designed for organizations to aid their clients.  It is designed for PTACS, SBTDCs, and other small business support entities.  The price is $450 plus expenses.  The USPP book is not included, but may be offered at a $10 discounted price ($35 Retail to $25 Workshop Price)   

Micro-Consulting

The Contracting Guy offers a free initial discovery talk (as consult sounds so formal). In the initial talk we just, well, talk. Here we see if it is a good fit for you and I in the area of US Federal Contracting.


Micro-Consulting is focused on improving the clients understanding of a particular challenge they are facing regarding an acquisition or contract.


Micro-Consulting offers a tactical approach to requirements by targeting the consulting to a particular need at a reasonable price.


Micro-Consulting leverages the knowledge of the consultant to add value to the clients understanding, thereby improving the likelihood of a successful outcome.


Should we continue. The Contracting Guy's price is $100 per hour. Of course all is negotiable.


Micro-consulting may be conducted in person or by telephone or through email. In person consults do not include travel, so an additional cost may be included. The Contracting Guy's expertise is in Understanding Government Solicitations. The Contracting Guy works with small businesses with a particular interest in Veteran Owned Small Businesses and Service Disabled Veterans Owned Small Businesses.  

The Contracting Guy Report

The Contracting Guy offers a service of creating The Contracting Guy Report. The Contracting Guy Report is a Micro-Consulting Report (MCR) is a tailored report for a particular purpose identified by the client. A common report is an assessment of a particular marketplace to determine opportunity. The MCR becomes the property of the client, but the copyright remains with PTAC Inc.


Initial Pricing of the MCR is $300 per report and however it may be higher based on the complexity and analysis. Actual price is to be determined after the scope is understood and agreed upon.

BOOK Refund Policy on the USPP, Third Edition (book). It is my desire to help businesses, particularly small businesses become successful by providing useful information found in the  book.  So for ONLINE SALES ONLY, there is a thirty (30) day satisfaction guaranty where the online buyer will be refunded the price of the book less $5 ($20).  This is to recognize and in consideration of online buyers who do not have the opportunity to inspect the book, prior to purchasing.  The 30 day clock begins once the book is placed in the mail with the United States Postal System (USPS) as each book is tracked within the USPS.  To receive a refund the online buyer must first return the book in salable condition to Phillips Training and Consulting Inc. and after inspection for damages (no writing/marking, highlighting, torn pages or cover, etc.) in/on the book which would render it unsalable, then, if determined to be re-salable, a check will be mailed to the name and address the online buyer provides.  If the book is deemed unsalable, no refund will be granted and the book will be returned.  NOTE: Refunds, if approved, will not be remitted by re-crediting credit cards, but by the issuance of a refund check.  Requests for refunds for sales exceeding 30 days will not be considered.  Point of Sales purchases are not eligible for the refund as the buyer has had the opportunity to inspect the book at the point of sale.  Thank you.
