    Dr. James N. Phillips Jr. (Jim) currently serves as the Managing Consultant of Phillips Training and Consulting Inc.  He most recent past experience has been as intermittent Professor of Contracting for the Defense Acquisition University, Acquisition Chief for the Department of Veterans Affairs, National Center for Patient Safety in Ann Arbor; Program Director for the Greater Cleveland Council of the Boy Scouts of America; and Terminations Contracting Officer at Defense Contract Management Agency in Cleveland, Ohio. Jim is a retired US Navy Supply Corps officer.
    Jim has a passion for learning and growing personally and professionally. As such he has endeavored to make a difference in his work.  Jim has a strong interest in Michigan Small Business Support so he has conducted his Understanding Solicitations and Preparing Proposals workshop through the Procurement and Technical Assistance Centers for Small Businesses.  He also actively volunteers with NCMA assisting his colleagues improve their professional performance.  
    He has published numerous articles in a variety of venues, print and online, such as: Contract Management, Federal Manager, The Lean Post, Journal of Healthcare Contracting, GovernmentCIO, as well as in LinkedIn. Jim has published two books, most recently Understanding Solicitations and Preparing Proposals, Third Edition and The COR Member of the Acquisition Team: The Contracting Office’s Representative’s Guide to Performance and Quality.
    Jim holds a Doctor of Business Administration from American Meridian University and Masters of Public Administration from Troy University. He holds a Certified Federal Contract Manager certification, Project Management Professional from PMI, and Lean Office Certification from the University of Michigan.
